Combined Resource Exercises

Alyeska has selected fourteen (14) 2002-2004 Combined Resource Exercises to build on the successes and lessons learned from past exercises conducted in the 1998-2001 Contingency Plan cycle. Exercise scenarios were selected to evenly distribute larger scale exercises to the various geographic areas along TAPS, and to incorporate public comments submitted during the C-Plan review process. In addition to the 14 Combined Resource Exercises, Alyeska will conduct an additional 169 exercises within the Fairbanks Business Unit during 2002-2004. Some of these exercises may become larger scale exercises based on the local pump stations needs and objectives. Some exercises will not be scheduled or published for security reasons.

The Combined Resource Exercise is designed to provide an opportunity for each Pump Station response team along the Trans Alaska Pipeline to test their skills during a significant incident and to work cooperatively with adjacent stations to its north and south. The schedule is based on a triennial (3 year) calendar and requires a minimum of at least four (4) Combined Resource Exercises will be completed each year. 

Note: These exercise are not in addition to the Pump Station’s normal eight (8) exercise conducted each year as part of the FBU Exercise Program. They have been selected from that group as a representative sample of TAPS geographic areas and are intended to be more complex in nature. Both A-shift and B-shift Alyeska and contract personnel will participate during these exercises.

Procedures: The area Maintenance Coordinator (MC) will be required to select and chair an exercise design team a minimum of two (2) months prior to the exercise date. The design Team will consist of participating area MC’s, O&M Supervisor, a member of the OSPR Team, and JPO members as appropriate. The design team is expected to set the objectives, develop the scenario, and serve as evaluators and/or control team members during the exercise. It may be necessary at times to select trusted agents and exclude Pump Station personnel from planning sessions to maintain the integrity of the exercise. All Combined Resource Exercises will follow the procedures contained in the FBU Oil Spill Response Exercise Program and will require the normal notifications and documentation.

Components of a Combined Resource Exercise include:

  • Developed by a Design Team
  • Written objectives, scenario and evaluation methodology
  • Involves more than one Pump Station or area
  • May involve ACS, SERVS, or others
  • May involve observers from municipal government, land owners, and interested public
  • Activation of the On-Scene Command
  • Deployment of equipment to field locations (unless specifically identified as a table-top)
  • Oil spill volumes as per exercise schedule
  • Establishment of a staging area (s)
  • Personnel specifically assigned as evaluators
  • Holding a critique at the end of the exercise
  • Completing a written evaluation
