Alyeska moves forward with new pipeline spill plan

Alyeska is revising its Pipeline Oil Discharge Prevention and Contingency Plan to enhance overall response capabilities and gain efficiencies.

Strategically placing its resources in six regional maintenance and spill response centers along the pipeline route will allow Alyeska to cover more critical containment areas. This is a significantly revised plan reflecting both changes in formatting and organization, as well as restructuring to reflect Strategic Reconfiguration (SR) operational changes.

The changes to the spill plans are part of the company’s ongoing SR project that will upgrade Pump Stations (PS) 1, 3, 4 and 9 with electric-powered pump modules and/or automated control systems.

Weather impacts tanker loading and pipeline flow

In late November, Alyeska had to suspend tanker loading activity periodically at the Valdez Marine Terminal (VMT) due to high wind and wave conditions in Port Valdez. Company protocol calls for Alyeska to suspend transfer operations when the waves begin to breach the oil spill containment boom that surrounds tankers when at berth.

The weather conditions, combined with high crude oil inventory levels in the storage tanks at the VMT, also led to temporary shutdowns of the pipeline.

2006 Year in Review

As we look back on 2006, I am proud of our achievements and am now focused on the year ahead. As a company, we were faced with many challenges. Weather conditions in Southcentral created massive flood conditions, threatening the integrity of the system on the line and at the terminal. Employees and contractors responded with speed and expertise to keep TAPS intact. When faced with the Prudhoe Bay shutdown and the Congressional hearings that followed, we focused on ongoing daily operations ensuring that TAPS was operating safely, efficiently and reliably. These challenges were met with energy and resourcefulness.

Peter Andersen, SERVS Operations Manager

“Qualifications: must have a lifetime of experience with boats and Alaska coastal communities and love everything about the water.” Although not the formal job description for the position of SERVS Operations Manager, it is very close to what Peter Andersen would describe as his dream job.

Andersen manages all prevention and response operations for SERVS, including the fleet of 10 tugs used to escort laden tankers in and out of Prince William Sound; the response system that comprises eight barges; pre-positioned equipment throughout the Sound; and fishing vessel contracts with about 350 boats in the surrounding communities of Homer, Seward and Kodiak.

Why is Integrity Management important?

Alyeska is committed to ensuring the public has confidence in its ability to operate and maintain TAPS. This includes environmental protection, safety performance and spill prevention. Sound execution and continuous improvement in these areas and working cooperatively with regulators is critical to ensuring integrity management on TAPS.
