Tanker Vapor Report Released,
Concludes Safety Systems Operate as Designed
Alyeska Pipeline recently released its
report on the comprehensive management review of the Tanker Vapor Control System. A
critical safety system checkout done as part of the management review verified that all
the safety systems functioned as designed.
The overall management review was initiated
to resolve known operational issues and to accelerate the discovery of any further
potential issues. Additional goals of the review were to assess the effectiveness of the
system since start-up and determine if the system is functioning as designed.
The comprehensive review concluded:
- The critical safety system checkout
confirmed the system functions as designed. ·
- There is no evidence to substantiate the
concern that the system poses a threat to the safety or integrity of TAPS. ·
- Consistent use of operating and maintenance
procedures is critical.
The management review was conducted by
creating five work groups, each with a specific scope: Management Controls, Operating
Controls, Hardware Performance, Training, and Procedures. Each work group, consisting of
representatives from Alyeska, the USCG, JPO and RCAC, completed their review and submitted
conclusions and recommendations for improvements. Among the recommendations are several
hardware fixes including replacing the oxygen analyzer flow switch and evaluating the
protective coating materials and their application on the Fenwal Valve gate.
Alyeska is addressing all the
recommendations listed in the Tanker Vapor Control Management Review Report.
