ADEC
approves the Valdez Marine Terminal Oil Discharge Prevention and Response Plan
Alyeska Pipeline Service Companys Oil Discharge
Prevention and Response Plan for the Valdez Marine Terminal was approved on Thursday,
April 14 th by the Alaska Department of Environmental Conservation (ADEC). The plan
describes Alyeskas approaches for preventing and responding to an oil spill from the
Marine Terminal. "This was a joint effort and the culmination of 15 months of hard
work between Alyeska and its regulators," explained Dennis Maguire, Acting Terminal
Manager for Alyeska Pipeline. Alyeska Pipeline has been re-writing the plan to satisfy
regulations, requirements and comments set forth by ADEC, the Joint Pipeline Office, the
U.S. Coast Guard, the Environmental Protection Agency, and the Prince William Sound
Regional Citizens Advisory Council. As conditions of plan approval, Alyeska will
establish secondary containment systems for tank truck loading areas and permanent
unloading areas at the Terminal and will satisfy nine other requests. The plan is
renewable in three years.
Brief Pipeline Shutdown
The pipeline was shutdown yesterday at 10:49 a.m. for
approximately 1 ½ hours when Remote Gate Valve (RGV) 35A received an invalid signal that
caused RGVs 31 to 35 to automatically close and stop flow to Pump Station 4. The
signal occurred when a two-person techni-cal team was repairing a power fail alarm at the
RGV and inadvertently initiated the signal. The technicians verified that no problems
existed and the pipeline was restarted. Operations returned to normal by 1 p.m.
